H. Bernetta Brown 


As an attorney, H. Bernetta Brown has spent over 20 years negotiating solutions to legal issues. Bernetta gained part of her experience in private practice and part in the public sector.  At times, she advocated from a plaintiff's perspective. At other times, she represented a defendant's point of view. While the nature of legal issues have varied, she consistently resolved most matters without litigation.  


Bernetta grew up in Elizabeth City with a dream of practicing law in northeastern North Carolina.  This dream came true in 1993 when she joined a small law firm (now dissolved) in Bertie County.  During her six years with the firm, she practiced primarily in the areas of personal injury and education law.   Her personal injury work involved a significant amount of time evaluating and negotiating claims on behalf of injured clients.  Her education law work was spent with one client, the Bertie County School Board.  She handled a wide range of K-12 legal issues for the Board until 1999.


In 1999, Bernetta accepted an opportunity to expand into higher education law.  For the next 15 years, she served as General Counsel at Elizabeth City State University.  The campus setting gave rise to many complex conflicts.  As General Counsel, Bernetta routinely advised on options to resolve those conflicts. While practicing higher education law, she also gained deep experience in several fields including contracts, discrimination and employment.


Bernetta believes it is worthwhile to negotiate resolutions to legal problems at the earliest possible stage of conflict. This belief led her to become a mediator.  Bernetta is certified by the North Carolina Dispute Resolution Commission as a Superior Court Mediator.  In September 2016, she created Mobile Mediation, Inc. as a vehicle to aid in dispute resolution.  


Bernetta received a J.D. degree from North Carolina Central University School of Law (1988) and a B.A. degree in Political Science from North Carolina State University (1983).


She is a member of the North Carolina State Bar, the North Carolina Bar Association and the 1st Judicial District Bar.
